2009 AGM

Annual General Meeting 2009




The Oman Quality Network held its second General Meeting on Wednesday, 23 December 2009 at the Middle East College of Information Technology. The meeting was well attended, with Representatives from a wide range of Member institutions. Dr Thomas Heming, the OQNHE Chairperson, presented the Executive Committee Chair`s report. Mr Ali Al Araimi, the OQNHE Treasurer, presented the OQNHE Treasurer`s report.

Decisions taken, Recommendations / Suggestions

  • OQNHE Executive Committee Chair’s Report was presented by Dr. Thomas Heming, the OQNHE Chairperson. The report was received by the OQNHE representatives.
  • OQNHE Treasurer’s Report was presented by Mr. Ali Al Araimi, the OQNHE Treasurer. The report was received by the OQNHE representatives.
  • Proposed amendments to the OQNHE Guidelines were presented by Ms. Annie Magarian, Member of the OQNHE Executive Committee. The amendments were approved by the OQNHE representatives at the AGM.
  • Election of the New OQNHE Executive Committee. The new members of the OQNHE Executive Committee are as follows:

Opening

The AGM started with welcome from Ms. Alya Al Rawahi, Dean of the Health Sciences Institute. Ms. Alya thanked the current OQNHE Executive Committee Members, OAC, MOHE and the HEI’s members and representatives for their support.



Agenda Item 1 – OQNHE Executive Committee Chair’s Report.

The OQNHE Chairperson thanked all and discussed Academics and Volunteerism issues in his report.

Agenda Item 2 – OQNHE Treasurer’s Report

Mr. Ali Al Araimi, the OQNHE Treasurer, presented the Treasurer’s Report

  • Starting Balance : R.O.6,000/-
  • Total Income : R.O.33,863/-
  • Total Expenses : R.O.20,037/-
  • Closing Balance : R.O.23,000/-

Mr. Ali confirmed the need for HEI’s to pay their membership fee, as there are still some HEIs which have not paid their dues for the last two academic years.


Agenda Item 3 – Proposed Amendments to the OQNHE Guidelines (v.9)

Ms. Annie presented an overview of version 9 of the OQNHE Guidelines and the proposed amendments that should be considered in version 10 of the OQNHE Guidelines. They are as follows:

  • Traits of Executive Committee members reinstated from v.8.( Rewording of the Traits about the OQNHE Executive to include background in QA was suggested by members)
  • The term of office of the OQNHE Executive Committee members extended from one year to 2 years, as previously stated in v.8.
  • The number of times an Executive can be re-elected is changed to 2 consecutive terms instead of 5 consecutive years.
  • Rewording the clause suggested, regarding the voting rights of the members and payment of dues.
  • Nominations should not be accepted for OQNHE Executive election if the respective HEIs have not paid the dues.

The amendments were approved by the OQNHE representatives at the AGM.

Agenda Item 4 – Election of the New OQNHE Executive

Ms. Fakhriya Al Habsi, Returning Officer, announced the following seven nominations received by the notified closing date:

Independent Research


Ms. Fakhriya introduced the evaluation research study conducted by Dr Josephine Palermo from Deakin University in Australia on “Developing Effective Quality Cultures”. This research study was has been approved by HE the Minister of Higher Education. OQNHE representatives were asked to fill out the survey and distribute them in their institutions.



A memento was presented by Mr. Nizamuddin Ahmed on behalf of the OQNHE Executive Committee to Ms Fakhriya Al Habsi for her dedicated services to OQNHE from 2007 to 2009. Ms Alya Al Rawahy once again thanked all present and conveyed best wishes to the new OQNHE Executive Committee.
